Hey Digitalbot, I think the confusion is in the wording of the description of the Second Wind upgrade that says, "If you fall below 25% health, you will have a 50% chance to cast a self heal."
You're assuming that the "self heal" is for a 100% heal. It isn't. It is for some amount that I'm not sure why wasn't added. I'll see if the Design Team wants to be more specific about that.
The skill is working correctly - it's casting a self heal, as you can see from your video. It just isn't a 100% heal (which would be kinda broken, don't you think?).
