Yes, Kraag 4 is the spot. Kraken 4 does not exist, and Watchers Tomb was only actually good for leveling for the first 3 seasons of the game.

This! I used this guide to level my toon to 41. Well from 36 to 41. Kraag 4 is better to me because you get to fight 2 bosses every run. Gives a chance at lock drops and makes grinding less boring. You can fight all 3 in about 25 seconds more. Just go the opposite way you are going to go and kill the first set of mobs. Then turn around and run it based on the guide. You get to fight all 3 bosses.
