Overguessing will render it invalid. So, it has to be lower then the number.

EDIT: NEVER MIND! Up or down gets it. Because that would be unfair to people who picked higher numbers. If people are equidistant from the true number. Then I have something in mind that does not involve this. It is a rather fun event if it comes to that.
