[Possible Issue] Stampy has a limit on how many pools it can remove?

after experiencing fighting against group of tanks which are stacking lava fumes from dragon sword, i was curious and tried to use stampy,
to my surprise it seems like it only remove at most 6 pools, and even if it doesn't have 100% chance, but if applied to all the pools, it should remove most of them

if it is by design, isn't ridiculous? after making it can also remove friendly pools, it is also limited to only several pools?
imagine a case where it accidentally remove friendly pools, but can't remove enemies' pools just because it already reached the target limit?

anyway stampy desperately needs buffs with all the limitation and the double-edged design, all of stampy's basic attribute aren't strong enough in its class to begin with
and environment effect needs to be limited, just like how aoe are designed with max target
