Do the new artifacts have a proc or passive effect?

In case they dont could they get one?

Passive: *Same for all 3 artifacts* a nightmarish shield spawns every 5 seconds, this shield absorbs up to 50k dmg (15k in PvP) and deals spreading dot to the enemies that attack the player while shield is active.

Proc:
Chance to proc on hit (normal attacks or skills both count towards activating). *Each type of artifacts will have a different proc*.

Str:
The attack triggering the proc explores dealing massive aoe dmg, stunning nearby enemies for 2seconds (0.7seconds in PvP) and grants a stacking dmg buff for 5seconds to the user depending on how many enemies are hit (1: 15%dmg. 2: 20%dmg. 3: 25%dmg.) The dmg buff can stack with each other up to 3 times. Further dmg buffs added after the first proc will all share the sale duration as the first proc.

Dex:
When proc activates user gets a non stacking 100%ms Buff and leaves a poison trace as the player moves, any enemy that steps into this poison trace gets massive dot and a 50%ms debuff (30% in PvP). User gets an extra 10% stacking dmg buff pero each eny that steps into the poison trace. Enemies inflicted by the poison will spread the dot effect to nearby enemies.

Int:
When proc activates a buffing zone will spawn for 5 seconds. Allies inside the zone get a 20% stacking dmg buff and a 10%hp regen. Succsessful attacks inside this zone will curse enemies reducing their crit, dmg, armor and speed by 15% for 3seconds. This debuff effect is applied by the attack from all the players inside the buffing zone. Up to 2 zones can be deployed, further zones wont spawn until the both of the initial zones have disappeared.

These procs dont have a cooldown.
