Vincent the Vendor Missing in FH ch.1

I can't see Vincent at the beginning of fh ch.1 anymore, but he's still there In the other chapters. What's wrong? :0

I was about to post this today but I wanted to see if someone else noticed. Thanks. I was on my Ambassador character and I usually tell the new players about Vincent but I noticed he was gone.
