These enhancements are only available to that specific weapon, unlike jewels which can be carried around from one weapon to another.

Will the stat enhancement scale with level or its all the same like with house buffs?

The stat enhancements will be given exactly as display, they will not increase with the player or weapon level. If you look at the full enhancement list in the post, those are the only available enhancements, but could appear on any awakened item!
