player 1 has dragon spirit happiness bonus and uses Hisha's aa

Good question. In this case they do NOT stack (4 Hisha's Monolith's together), however if you staggered them out you would ensure the duration was up for longer than normally possible from one monoith.

I have trouble finding the post at the moment, but the effects of reroll are different beyond the realms of Legendary. Anything below Legendary has a chance to reroll into the next loot tier, however when it comes to Mythic, Set, and Arcane drops the reroll gives another roll of the entire loot table and gives you the better roll of the two. It shouldn't have the apocalyptic economic implications you're inferring
