They only do free respecs when there are changes to character skills etc. Like when the passives were added.

I see that there are gates on Paradise Pier behind Woodruff the Beastmaster leading nowhere - could that mean there will be an expansion in the future there?

nordr is on north while paradise pier is on the south.. makes no sense

Yes when there is a closed gate that usually means it will open sometime. So sometime in the future (it might not be the next after nordr necessarily) there will be an expansion there.
