The heal is balanced and fine as it is and there is no bug.
Correct me if I am wrong, but from what I see--
1. A normal heal pack (without any upgrades) heals 25 % hp.
2. An upgrade on it (first one) increases the healing from 25% to 30%. So your hp will be healed 30%
3. Now when you add another upgrade on it (heal over time), that 30% healing repeats itself once or twice. This is what you see in the pic posted. 2 x 138
4. For those who are new to the rogue class, it seems as though the heal is working more than it should (they would ignorantly assume it is a 'bug' as it shows 2 x 30%), actually it is not so. It is heal over time at work.

5. The thread starter has used a level 4 rogue to test it and while I appreciate his/her attempt at contributing to the community, I differ on the point that a rogue's medicine is bugged or heals too much.I would also like to point out that although it seems the heal "heals too much" at only level 4, rogues do need the healing at levels higher than 4. Sts has designed the heal skill very cleverly and it is perfectly balanced.
