Winter Festival Quests Not Available

I bought the tour pass awhile back and played through the quests even though they were long. Eventually I just finished all the quests I had been given (find presents in forest haven, etc. find presents in fathom, etc. and get 250 coal hearts.) I get to Father Frost and he says the same thing find the presents. The other two elves I hadn't talked to said the same thing the other elves say, that I had already got the quests from, but replacing the place to find the presents at. So I thought I needed to purchase the other places to get the quests open. I purchased them and nothing still happened! I am unhappy that I spent money to get the platinum to finish the winter festival quests and now I am running out of time to complete it with it not even existing. Could someone please fix this so I could get the items before time runs out?

I survived on my lvl 50 naked at ol, so it's possible

What level I am doesn't matter. I just want the quests I paid for to be open. I have friends on my list around my level that are completing these quests.

You are only open to do the armor quests for the level you are (+ 10 I think), and lower.
So, at level 18, you won't get a Yellow exclamation point to do the quests for the L40 and L50 armors (two elves nearest to Frost).
You might not even be able to do the L30 armor quest until you get to L20 or L21, iirc. But from your first post, it sounds like you got it?

But I did mention in my last post that my friends around my level already got those quests. So I don't think the quests have anything to do with level at all. I think it is a technical glitch.
