25-31 isn't balanced how many birds do you see playing in that level? If it was balanced every class would be just as popular in the bracket. On the other hand 56 is the most balanced level you see the same amount of each class and bears are not as op at this level than for example endgame. I agree at certain levels above 40 are about luck but not all
