And to answer to the other thing ruizhet said, MAGES ARE NOT STRONG AT THIS BRACKET!!! Mages are seriously weak and you'll need at least 5 paras to be able to kill some twinks but you'll get kill anyway by maridos users and singe users rogues. So don't do a mage now and with nilbog curse became useless worst idea to do a mage until they upgrade him.

Better go at level 13 or 10 with rogue or tank you'll prefer your experience believe me.

Level 11-13 are hot right now. The crowd is a mix. 30% new players, 50% non or single para users and 20% maxed twinks.

It depends on your idea of fun- whether you like to play casually and join guildwars and clashes or become a hardcore twink to compete in duels. Clashes are doable with non-expensive gear. (It is easiest to survive for a good tank even if you are wearing average gear at this levels and hardest for mage. To play mage you should try lvl 15 and up).
