I don't think GoAs are supposed to be a police force. That sounds very draconian and quit chaotic.

Not only that but I know I play for fun and goodtimes. I'd think it would be a bit stressful to feel that you must constantly police town and the game. Regardless of how level headed a person is it might be hard to not start becoming a power-tripper.
