It's also worth noting the practice of not releasing the proc figures ahead of time. People get screwed over in situations like this after they have already spent resources to obtain and test them.
If they had decided to include the procs in detail, players would immediately point out how out of place 15x dmg, 5x Hp on procs would be in-game, and could predict some adjustments, allowing them to avoid any impulsive purchases and wait until the weapon is finalized.
Why must the paying customers be the ones to test them? and when they're indeed broken, are the ones being screwed.
That's like saying, "Hey, I've just spent thousands on plats/millions of gold to get my hands on the latest stuff, the new stuff is obviously broken, please take a look.... Cinco: Oh thanks, we'll nerf them right away with no compensation.
