The tradeoff for making it constant is that the effect percentage will need to be lower - but it seems like a good swap given the absence of chance / proc / cooldown.

shouldn't you make different passive skills each class to match the ability of each class, as a rogue (assassin) why not like the passive skill (backstab) that every time we attack behind the enemy we will have double damage to the enemy or bleed or bonus critical damage.
