We don't have exact numbers to give out, but it's a small percentage more than zodias. However, during the fastcap, the elite level (86) will be 4x the usual.

can you confirm if haste affects it? ... Also, i noticed the 2 blades just do 1 dmg together, is it possible for each blade to do separate dmg and hit different targets

Haste only affects skill cooldown, but it sounds like you want basic attack passives/jewels/awakes. Each chakram hits for damage, 1/2 of what it shows you for damage when looking at your avatar. Multi-target is for future rarities.
