why do the stats start of as 7-2-1?

Im playing as a bird and im pure dex, and for me the 2 str and 1 int seems a bit random, it would be nice if you had the choice of moving them where you want but maybe thats just me.
Any reason behind this?

It is kind of a blue print you could say. But when you hit 45, you will have 225 stat points that you can put anywhere you want, so those free 10 will not be very significant.
