I believe that the Double XP is a multiplier (at least that what Sam said), and the elixirs are additive.
So:
4X Thrasher Elixir
2X Double XP Week Long Elixir
---
6X Total Based On Elixirs
Multiply by 2 for Double XP weekend yields 12X XP for the weekend with Thrasher and Double XP Elixir.
Someone correct me if I am wrong...my math sucks and I only have 10 fingers, so 12 is outside my comfort range.

Wait... I have been studying exp for awhile, I'm no pro but.. Lemme begin my lecture heh, but even without elixirs, it is still +2 exp in endgame maps or maps above your level, so players under level cap should focus on this because it will make it 18x but thats for everyone!!! This won't work unless you are 68 in Fangs, then you gain 1exp, get it? Well let me make it simpler, If you are level 71-74 or 75ish, you should be getting 18x, so yeah would be a breeze with 2x weeklong, 4x thrasher, and the 2x. Please note, this is like a merch tip or a tip about prices dropping, there would be, if I'm correct, 20 games or more with a possibility of it being 15, so which depends on the people thrashering, there will lots of low level pinks as in 71, and 66, so I'd keep a stash of them because soon to be 66 shall be a twink level with 71's to join so there would be a demand in those pinks, this could take months after release or maybe a few weeks after cap. Again, sorry, I've been thinking to much and decided to put my brain to the test with my business skills. Correct me if I'm wrong, put me on house arrest like Martha stewart for my brain, hop this helps both players of community.

Omg get it in your head people. The cap lv at this moment in time is lv 71.
It took me ages to reach lv 71. Don't even have crafted set yet, which is a nightmare to get btw.
To think there's another elite lv been added to lv 71, daunts me. Because in the elite lv we already have your booted unless you have a thrasher on. And if you host without a thrasher, no one wants to join. :-( :-( :-(. I gess once the cap dose go up to 77 we might get in without thrashers, but then we be to bizzy working on new sets and getting to the new cap what ever that will be.
& please please keep the level from 70 to 71 @ 100000. Please so people have to earn it. Don't drop it like last time.
We did earn something by capping before humania launch, remember? Not just the mount fang vanity, but 3 sets of angel gear that until now are still the best sets for farming in pve because of the regens. And before crafted was released, I won't even get into how angel gear was in PVP.
Aside from all this, I doubt they will be introducing a new level cap anytime soon. Although I do know some players, both hardcore and casual, who never purchase platinum and already have capped toons. So, it's not exactly a bad idea. Personally, I wouldn't mind if they released a new cap sometime this quarter because new caps also bring idle players back to the game as well as fire the marketplace back up. Right now we're all absorbed into this OBD zombie induced frenzy. Maybe not so much now since the market value has dropped significantly. Elite weapons, aside from the pirate ship, weren't what we all hoped for. Honestly, I'm tired of Humania. But I'd rather have quality development, so I'm patient enough to wait for new content.
But, even If they do plan to release a new cap it will probably be just before the holiday season as a marketing strategy towards a universal ideal. STS can chill while most people can play during their vacation. (and probably spend all their holiday money on platinum)
