Staff buff is useless. Damage reduction is the coolest feature of consecrate but useless. Most times you either have nekro shield or Mage shield up and it does nothing. Make consecrate stack with other shields for the caster. Would go a long way to balance out duels for mages and also great for clashes. This buff would make many a Mage very happy. I'd prefer that over skill damage. Over everything. Would make it a much better all around weapon. Sacrifice skill damage for survival. Makes perfect sense. I've offered many times on other threads. Please come and play some games with us. I can show you better than I can tell you. Cmon.
